01 - Preheat the oven to 350°F and line a baking sheet with parchment paper.
02 - Whisk together the rolled oats, flour, baking soda, baking powder, cinnamon, and salt in a large bowl.
03 - Mix the melted coconut oil, brown sugar, applesauce, orange juice, orange zest, and vanilla extract in a separate bowl until smooth.
04 - Add the wet ingredients to the dry ingredients and stir until just combined.
05 - Fold in the dried cranberries and raisins until evenly distributed.
06 - Scoop tablespoonfuls of dough onto the prepared baking sheet, spacing 2 inches apart. Gently flatten each cookie with the back of a spoon.
07 - Bake for 10-12 minutes until the edges are golden.
08 - Allow to cool on the baking sheet for 5 minutes before transferring to a wire rack to cool completely.
