01 - Preheat oven to 350°F. Line two baking sheets with parchment paper.
02 - In a medium bowl, whisk together rolled oats, flour, baking soda, baking powder, salt, cinnamon, ginger, cardamom, cloves, nutmeg, and black pepper until well combined.
03 - In a large bowl, combine melted coconut oil and brown sugar. Whisk until smooth. Add applesauce, non-dairy milk, and vanilla extract; mix until well combined.
04 - Add the dry ingredients to the wet ingredients and mix until just combined. Do not overmix.
05 - Fold in raisins and nuts until evenly distributed throughout the dough.
06 - Scoop heaping tablespoons of dough onto the prepared baking sheets, spacing 2 inches apart to allow for spreading.
07 - Bake for 11-13 minutes, or until edges are golden brown and centers appear just set.
08 - Cool on the baking sheet for 5 minutes, then transfer to a wire rack to cool completely before storing.
