- Preheat oven to 350°F. Grease and line an 8-inch round cake pan with parchment paper.
- Whisk together flour, baking powder, baking soda, and salt in a medium bowl until evenly blended.
- Beat butter and granulated sugar in a large bowl until light and fluffy, approximately 2-3 minutes.
- Add eggs one at a time, mixing thoroughly after each addition. Stir in vanilla extract until combined.
- Add dry ingredients in three additions, alternating with milk, beginning and ending with flour mixture. Mix just until incorporated.
- Gently fold mini chocolate chips into batter using a spatula until evenly distributed.
- Pour batter into prepared pan and smooth surface. Bake for 28-32 minutes or until toothpick inserted in center comes out clean.
- Let cake cool in pan for 10 minutes, then transfer to wire rack to cool completely before frosting.
- Beat butter until creamy. Gradually add powdered sugar, beating until smooth. Add milk, vanilla, and salt; beat until light and fluffy.
- Frost top and sides of cooled cake with vanilla frosting. Sprinkle additional chocolate chips on top if desired.
