02 - In a medium saucepan, melt the butter over medium heat. Continue cooking, stirring frequently, until the butter foams and then turns golden brown with a nutty aroma (about 5–7 minutes). Remove from heat and let cool slightly.
03 - In a large bowl, whisk together browned butter, honey, brown sugar, and granulated sugar until well combined.
04 - Add eggs and vanilla extract; whisk until smooth and glossy.
05 - In a separate bowl, whisk together flour, baking soda, baking powder, and salt.
06 - Gradually add the dry ingredients to the wet ingredients, stirring until just combined.
07 - Fold in chocolate chips.
08 - Scoop dough into 2-tablespoon portions and arrange on prepared baking sheets, leaving space between each.
09 - Bake for 10–12 minutes, or until edges are golden and centers look just set.
10 - Sprinkle with flaky sea salt, if desired. Cool on baking sheets for 5 minutes, then transfer to a wire rack to cool completely.
